Signal timing changes for the worse

For the past three years, Rachael Nachman and her fiance' have been taking Howell Mill Road to I-75 South with very little difficulty. But a few months ago, they noticed that the timing between the two approaching traffic signals had changed for the worse. They were no longer able to pass through both signals in one sequence and this they say was causing unusual backups in the intersection. Not know where to turn, they contacted Commuter Dude for help.
