Atlanta Police shut down the highway between Interstate 85 and Sidney Marcus Boulevard after the 4:20 a.m. crash.
The wrong-way driver got on GA 400 at Lenox Road, collided head-on with another car and killed that car's driver, according to Atlanta Police spokeswoman Kim Jones.
The wrong-way driver was later pronounced dead at Grady Memorial Hospital. A passenger in the car is in critical condition with severe injuries, Jones said.
No names have been released, pending notification of the victims' families.
Jones said the wrong-way driver and the passenger were not wearing their seat belts, and alcohol may have been a factor in the crash.
GA 400 reopened at around 7:30 a.m.
