Gary Mincey is accused of stalking women outside a Decatur Publix store. Prosecutors say he picked his victims outside a Publix on Columbia Drive.
Mincey is charged with Rape, False Imprisonment, Armed Robbery and Burglary.
He's being held at DeKalb County Jail.
