WASHINGTON (AP) -- The former head of U.S. Africa Command has been demoted after allegedly spending thousands of dollars on lavish travel and other unauthorized expenses.

Gen. William "Kip" Ward has been stripped of a star, which means that he'll now retire as a three-star lieutenant general and will have to repay the government $82,000.
