The center is on the campus of Southern Methodist University. It features more than 43,000 artifacts and 200 million e-mails.
All five living presidents of the present and past will visit the museum Thursday for an opening celebration.
The library is opening just a week after the Boston Marathon attack, the first terrorist bombing on U.S. soil since the Sept. 11 attacks, which transformed Bush's presidency.
The museum exhibit include parts dedicated to Sept. 11, as well as the wars in Afghanistan and Iraq, and Hurricane Katrina.
