BALTIMORE -- Police arrested a man in connection with the death of a Riverdale woman's missing teenage daughter.

Phylicia Barnes disappearedin December of 2010 while visiting her half-sister in Baltimore. Her body was foundin a nearby river the following April. Medical examiners ruled the death a homicide.

Baltimore police spokesman Anthony Guglielmi said Wednesday that 28-year-old Michael Johnson was arrested in the 16-year-old's death. A Baltimore grand jury charged him with first-degree murder Thursday.

Johnson is the ex-boyfriend of Barnes' older half-sister. The two dated for ten years and were in the process of breaking up when Barnes disappeared, according to her father.

Russell Barnes told 11Alive's Blayne Alexander that Johnson acted distant in the months after his daughter disappeared.

"We felt that something wasn't right all along," Mr. Barnes said. "It was[unbelievable] because we'd been knowing the gentleman for years."

Barnes' mother, Janice Sallis, lives in Riverdale.

She told 11Alive News she last spoke toBarnes on Christmas Day 2010.The teenager was visiting family in Baltimore for the holidays when she disappeared.

"Phylicia wasn't a stranger. She felt comfortable. She felt like, this is home, this is my sister's boyfriend," Mr. Barnes said.

He called Thursday a "joyous day" after receiving news of Johnson's arrest, but said it was only the first step.

"The wheels of justice move slow," he said. "We want the maximum that the law allows and over that."

Barnes was a senior at Union Academy near Charlotte, N.C., where she was expecting to graduate a year early and go to college.
