ATLANTA -- Councilman Michael Julian Bond has signed a settlement with the city of Atlanta's Ethics Office admitting guilt to a long laundry list of ethics violations.

These violations were first aired by the 11Alive Investigators, allegations that prompted an ethics investigation. The violations include taking multiple trips that were not related to city business, buying party favors and catering for his own high school reunion, taking a cash advance for a city trip he never attended, accepting free tickets to multiple events, paying for private tutoring, and paying for the dubbing of his personal vinyl record collection on to CDs.

The settlement says Bond will repay the city $11,320.81 for money he used in violation of the ethics code, and pay a civil penalty of $3,900, essentially a fine imposed by the ethics office for his multiple violations.

Bond also wrote a public letter of apology, saying in part:

I apologize to the citizens of Atlanta whose confidence in me may have been shaken by this episode, and sincerely hope they will allow me to work to regain their trust and confidence. I commit to never again place my office, my public service, or myself in question. I do acknowledge that I am responsible for the appearance of a conflict of interest and violations of the code of ethics. Accordingly, I accept full responsibility for my actions and for the operations of my office. Accountability is the first imperative. I have campaigned on the platform of accountability throughout my political career and to that end, submit to you that all responsibility rest with me.

Thursday night, the city ethics board will hear the terms of the settlement agreement and they will ultimately decide whether to accept them. That meeting begins at 6 p.m.
