Police said the investigation started in 2014 when they were tipped off that some people who worked for the district's maintenance program were making illegal purchases.
The purchases included a house with a pool, duplex apartments, construction equipment, vehicles, firearms, laptops, and televisions.
The ten suspects are now facing racketeering, fraud, and theft charges.
